The organizers are three Scout Radio Communication Clubs of the Warsaw District of the Polish Scouting and Guiding Association named after the Heroes of Warsaw: SP5ZHH, SP5ZHJ „Café Under the Globe” and SP5ZIP named after Scoutmaster Wacław Łukaszewicz SP5WL. In accordance with the rules, the contest is held on the eve of the anniversary of the unveiling of the Little Insurgent Monument. The monument itself was unveiled on October 1, 1983.
The competition will run from 15:00 to 17:00 UTC. Contacts will be made using SSB on the 3.5 and 7 MHz, within segments compliant with the HF band plan. The maximum permitted transmitter power is 100 W.
The rules provide for separate classifications, including individual and club stations, Polish Scouting and Guiding Association clubs, active scouts and instructors, juniors, and SWL stations. The most points can be earned for contacts with the organizers' stations and scout stations operating from Warsaw.
Logs must be submitted by October 15. The organizer will provide electronic certificates for the top competitors in each group and participation certificates for the remaining classified operators.
